Is there a cap to the amount of times you can use it on this server?
The wiki states:
As of v259.0 Mindwipe Tonics can be used only once per level
- If you are on max Level you can only use it one more time and then not anymore with this character.

We have the default mindwipe config set which is only once per level. This means that if you're level 100 you can only use the mindwipe once while level 100. If you level up to 101, you can once again use it once. If your character reached maximum level then you could only use the tonic once more and then never again as you could not level up any more.
