Tp to the outpost you want to delete. Do not move after you tp to the outpost or it will not work.
/t outpost 2 (The number of the outpost you wish to delete.)

If there are multiple chunks claimed at an outpost, unclaim all of them except the one you tp to, the one that has Outpost pop up when you walk into it, then do the above.
Can check if there are claims nearby with /towny map.
